ALCINE54 - EUROPEAN SHORT FILM COMPETITION

REGULATIONS

 CONDITIONS

1. The festival is open to short films with majority production from the countries of the European continent. Short films with a majority Spanish production and/or Spanish direction must be entered in the National Short Film Competition. The selection committee will choose some of these short films to also participate in the European Competition.

2. Films made after January 1, 2024 and which have not been entered in previous editions of ALCINE may be submitted to the competition.

3. The exhibition copy format will be in HD file (The supports for the projection are: File containers: .mov or .mkv. File encoding: ProRes 422 and 422 HQ, H264 or AVI/NDXHD) or DCP.

4. The maximum length of films shall not exceed 40 minutes. 

5. Films not spoken in Spanish or English must be subtitled in English or Spanish. If selected, the exhibition copy must include one SRT file in Spanish and one in English.

6. The deadline for entries is July 15, 2025.


GENERAL RULES

7. Each author may submit as many short films as he/she wishes.

8. A committee formed by professionals of the sector and the organization of the festival, will be in charge of selecting, among all the short films received, those that will be part of the National Short Film Competition. There will be an equal number of men and women on the selection committee.

9. As an exception to what is expressed in point 2, the Organization may, always at its initiative and discretion, invite the participation of a specific film that has not been programmed in the last edition, even if it has been registered and provided that it has been made after January 1st, 2024, in order to ensure a greater plurality and diversity of titles in competition.

10. The contact person indicated on the form will be informed of the result of the selection, whether positive or negative, at least three weeks prior to the festival.

11. The selected films will be included in the Film Festival catalog and will be shown in public screenings during the festival dates. Screening dates and venues will be announced in the official Festival program.

12. In addition to the official sections, films are automatically eligible to participate in the parallel sections dedicated to: Children's Cinema; Humorous Cinema and/or Fantastic and Horror Cinema. The same film may be selected and aspire to the corresponding awards in one or more sections if so considered by the committee and the Organization.

13. The decisions of the Selection Committee and the Jury are final. In order for the selection process to be as impartial as possible, those responsible for the films are discouraged from contacting the Committee or the Organization during the selection process, except for technical questions related to the rules or the registration process.

14. Appropriate tools will be provided to prioritize online submission, without the need to send and return physical media. In case of having to resort to physical media, the shipping costs of the selected films will be paid by the participants and the Organization will be responsible for the return of the films.

15. The Organization has sufficient guarantees to cover the costs of any possible damage or loss of projection copies or any other physical material delivered/sent by the participants, and will be responsible for their replacement.

16. The authors of the works selected for the competition will be invited to the Festival on the day of the screening of their short film. This invitation includes: accreditation, accommodation and meals at the Organization's expense. In case of receiving an award, they will be invited again on the day of the closing gala, providing additional travel if necessary.

17. The producers of the selected short films authorize the use of a fragment of the works (maximum three minutes), for its diffusion as informative and/or promotional material in any media, including the Internet. 

18. Both the selection and the programming of each work will be communicated on ALCINE's social networks and official website, giving the same treatment to each selected short film.


REGISTRATION

It is necessary to:

● Fill in the form ‘online’ from alcine.org.

● Send a link to the film to watch it online in HD with Spanish subtitles if it is not the language of the short film.
If you have a password for viewing, it must appear in the form in the corresponding field. The password must be kept until the end of the festival. If it changes during the period between the submission of the short film and the end of the festival, the Organization will be notified as soon as possible.

● Upload three images of the short film, poster and photograph of the director in web quality.

19. These rules will be published both on ALCINE's official website (alcine.org), through which the short film will be registered, and in the National Database of Subsidies.

20. The deadline for entries will begin the day after the registration of this call for entries in the National Database of Subsidies and will end on July 15, 2025.

21. Any case not contemplated in the rules will be decided by the Organization without appeal.

22. Participation in the competition implies full acceptance of the rules, as well as the resolution by the Organization of any problem not included in these. The online registration will imply, therefore, the acceptance of the rules.

IN CASE OF SELECTION:

23. it will be essential to complete a second form with additional information and materials, such as:

i. Images and poster in high resolution (300 dpi).
ii. Subtitles in English and Spanish in srt file.
iii. Identification documents of the director in case of having to prove nationality.

24. The full names of the individuals and/or legal entities responsible for the different categories eligible for prizes must be included on this second form. The prizes, whether in cash or in kind, will go to the individuals and/or legal entities listed on the form.

25. The Organization will give the selected films sufficient time to complete the information requested on the second form. In case of not completing it in due time and form, the Organization may understand the disinterest of the film to participate in the festival and, therefore, reject its selection.

26. Additionally, the short film may participate in the online edition of the festival, through the Filmin platform.


○ The short films can be viewed on Filmin from the beginning of the festival for a maximum period of 30 days.
○ Profits accrued from the viewing will be distributed as follows:

i. 60% for participating short films.
ii. 40% for Filmin.

○ Payment will be made by invoice subject to the withholdings and payment deadlines established by law.
○ Access to viewing will only be for those with a subscription to the platform and restricted to the platform's territorial policy.
○ Any case not contemplated in these rules on the online edition will be resolved without appeal by the FILMIN platform, ALCINE acting as a mere non-profit facilitator.

27. Selected films must send their exhibition copy by the deadline and in the manner indicated once the selection is communicated.

28. During the dates of the festival, the films presented will be available for viewing by invited professionals upon request.

29. A digital copy of all the selected short films will become part of the Festival's archives as a documentary collection, although it will not be used publicly under any circumstances without the express permission of the production company.

30. The Organization reserves the right to request that the selected works be qualified by the ICAA for public exhibition.

JURIES

31. The Jury that will decide the awards of the Contest will be formed by an odd number of professionals of the cinematographic, artistic and cultural environment, with the assistance of members of the Organization with voice but without vote.

32. In the event that the Jury considers it essential to award a prize ex aequo, the amount of the prize will be divided among the works considered.

33. Parity of women and men will be guaranteed in the total number of people who make up the different Juries.

ALCINE AWARDS

ALCINE - 'Ciudad de Alcalá' Awards

● First Diamond: 5.000 € and trophy.
● Second Diamond: 2.000 € and trophy.
● Third Diamond: 1,000 € and trophy.


ALCINE is a qualifying festival for the OSCAR® in its Short Film categories.
The First Prize ‘Ciudad de Alcalá’ of the European Short Film Competition will have the option to participate in the OSCAR® selection, if it is a fiction or animation short film.

Audience Award
● 600 €. Awarded by vote of the ALCINÉFILA community

ALCINE Kids Award.
● 600 €. Awarded by vote of the Children's Jury.
For those national or European children's films selected in the ALCINE Kids section (these films may also participate in the National or European Competition).

Special mention from the Department of Equality to the short film that best conveys values of gender equality and good treatment in relationships.

The incorporation of any other prize or trophy not included in these rules will be announced in due time through the festival's communication channels (Web, press releases, etc.).
The amount of the ‘ALCINE-Ciudad de Alcalá’ awards will be shared equally by the producer and the director of the awarded film.

The amount of the awards by popular vote will be for the director of the awarded film.

In the case of awards in the technical or acting categories, the prizes will be given in their entirety to the prize-winners. If there are several winners, they will be divided equally as indicated on the entry forms.

All amounts will be subject to the withholdings determined by the law in force.

Once the jury's decision has been made public, the prize-winners must submit their ID card, bank details, documentation proving tax residence and any other information or documentation that the Organization deems necessary to process the payment until December 1, 2025.

To participate in the 2025 edition of the European Short Film Competition of the Alcalá de Henares / Comunidad de Madrid Film Festival, please fill in the form and send the link of the short film for online viewing before July 15, 2025.

ALCINE 54 will be officially held between the 6th and 16th of November 2025 in Alcalá de Henares
